Texas.Gov Payments General Maintenance
Notice to Operators: RRC Online Payments will be unavailable Thursday, May 7, 2026, from 9:30 PM CT to 10:00 PM CT. During this time, customers using RRC applications will be unable to process online payments through Texas.gov payment services and will be redirected to a maintenance page and unable to complete payments until after the maintenance is complete.

The Railroad Commission of Texas (RRC) adopted the Pipeline Damage Prevention Rules under Title 16 of the Texas Administrative Code, Chapter 18.  The rule, which became effective September 1, 2007, applies to pipeline operators and persons engaged in or preparing to engage in excavation activities in the vicinity of a pipeline.

This form is to be completed by an Excavator/Homeowner following a pipeline damage.

NO DAMAGE NON-COMPLIANCE REPORTING FORM 

 This form can be completed by a Excavator/Homeowner or an Operator to report Non-Compliance of Chapter 18 where no damage has occurred.
