Transitioning From Paper Forms to Electronic Filing

Effective September 01, 2026, the Railroad Commission of Texas (RRC) will no longer accept hard-copy filings for the following forms: P-18, PR, P-5, W-3C or W-3X. This change is intended to improve efficiency by reducing processing times and filing errors.

Benefits of filing online:

Immediate submission and ability to track filing(s)
Electronic audit of data prior to submittal to reduce filing errors
Real-time electronic communication from the RRC for approval or required corrections for submitted forms
Ability to edit submitted forms if corrections are required
Pre-populated data to reduce data entry
Print-friendly PDFs generated upon submission, with the ability to view all submitted forms and correspondences within LoneSTAR

While the RRC will continue to accept hard-copy filings through August 2026, it is strongly encouraged to file electronically prior to the deadline.

Note: to file PRs, a SAFE form must be filed to gain access to RRC Online.

Each company must designate at least one Delegated Administrator to manage its LoneSTAR and RRC Online-authenticated users. The Delegated Administrator can create new users, reset passwords, inactivate accounts and perform other administrative tasks for their organization’s users. To become a Delegated Administrator in LoneSTAR, visit the RRC website at https://www.rrc.texas.gov/apps/rrc-ramp/.
