EMERGENCY NOTIFICATION TO SWD OPERATORS

IMMEDIATE RESPONSE REQUESTED

February 17, 2021

The severe weather emergency in Texas has impacted the ability of some SWD wells in Texas to dispose of produced water.  The Railroad Commission of Texas urgently requests the identification of SWD wells that are experiencing weather-related operational limitations AND SWD wells that have excess disposal capacity.  To obtain this information, the Commission requests that all operators of SWD wells with permitted capacities in excess of 10,000 barrels per day in the Permian Basin and Eagle Ford operational areas respond to this online survey on the Survey Gizmo website at https://survey.alchemer.com/s3/6202957/EMERGENCY-NOTIFICATION-TO-SWD-OPERATORS by 2 p.m. on Wednesday, February 17, 2021.

This survey requests current operational information including:

SWD well information (Operator Name and UIC No.)

SWD well operational status (Is the SWD well currently capable of injecting, and if so at what is the current daily disposal rate?)

Is this SWD well experiencing weather-related operational limitations? (if yes, please describe the limitation)

If the well is experiencing weather-related limitations, describe the degree (percentage) of the limitation.

If the well is not experiencing weather-related limitations, describe whether the well has disposal capacity available and the amount of such capacity.

Is the SWD well capable of disposing fluid volume in excess of its permitted capacity (without exceeding permitted maximum surface injection pressure)? If so, how much more (bbl/d)
