Proposed Form Amendments

This page lists proposed changes to Railroad Commission of Texas forms that are currently under consideration.
For each revision, the information below will provide:

a link to the current version of the form;
a link to the proposed form as amended;
a synopsis of the proposed changes; and
the status of the proposed amendment:

Considered – a proposed amendment under consideration by staff but not yet brought forward for consideration by the Commission;
Proposed – a proposed amendment that has been presented to the Commission for consideration; or
Adopted – a proposed amendment that has been approved by the Commission for adoption.

Form Number: CNG Form 1007
Form Title: Cargo Tank Registration/Re-Registration
Summary of Changes: The proposed amendments to CNG Form 1007 are related to the proposed Chapters 13 rule changes, that went to conference for comment on October 11, 2022. The proposed amendments separate the truck registration process into multiple forms and adds instructions for completing the form, which will make the process more efficient for industry and staff.

Form Title: Container Delivery Unit Registration/Re-registration
Summary of Changes: New CNG Form 1007A allows container delivery unit operators to submit the correct information needed to register or re-register the unit.

Summary of Changes: New CNG Form 1007T allows cargo tank and container delivery unit operators to submit the necessary information to transfer a currently registered unit.

Form Number: CNG Form 1022
Form Title: Report of CNG Safety Rule Violation
Summary of Changes: New CNG Form 1022 allows an individual to submit a formal complaint regarding the safety rule violations for CNG; individuals may continue to submit anonymous complaints by calling Alternative Fuels Safety.

Form Number: CNG Form 1501
Form Title: Completion Report for CNG Installations of Less Than 84,500 Standard Cubic Feet
Summary of Changes: The proposed amendments to CNG Form 1501 are related to the proposed Chapters 13 rule changes, that went to conference for comment on October 11, 2022. The proposed amendments to CNG Form 1501 correct the installation capacity from standard cubic feet water volume to standard cubic feet and formatting changes including the addition of instructions for completing the form, which will make the process more efficient for industry and staff.

Summary of Changes: The proposed amendments to LNG Form 2007 are related to the proposed Chapters 14 rule changes, that went to conference for comment on October 11, 2022. Summary of Changes

The RRC is accepting public comment on seven proposed new forms required to implement the newly adopted rules in 16 Texas Administrative Code Chapter 4, Subchapter A, relating to Oil & Gas Waste Management. In addition, RRC is accepting public comment on the Amended Waste Hauler Forms WH-1, WH-2 and WH-3.

Summary of Changes: Proposed changes to the Form T4-B (Pipeline Transfer Certification) include non-substantive changes that re-write the amended questions to more accurately reflect relevant statutory language and provide greater clarity to operators that must make use of this form, specifically regarding eminent domain.
