The Railroad Commission of Texas will be closed Wednesday, Nov. 22 through Friday, Nov. 24 in observance of Thanksgiving. The RRC will reopen for regular business Monday morning, Nov. 27. We wish everyone a safe and happy holiday.
Improved Enforcement Process for Pipeline Safety
Effective immediately, the Oversight and Safety Division of the Railroad Commission of Texas (RRC) will initiate the Notification of Violation (NOV) and Notification of Enforcement (NOE) letters to pipeline operators, simultaneously. Penalties will increase by 10 percent and enhancements may be applied every 30 days, when no positive action is taken within the time to come in to compliance. This process DOES NOT include a mechanism for penalty reduction or discount since any consideration for a reduction has taken place prior to this notification. After a period of 90 days from NOV and NOE with no response, the enforcement docket will be referred to the Enforcement Section of the Office of General Counsel in which no further negotiations will take place.
It is the intention of the Oversight and Safety Division and the RRC to enforce the safety rules and standards while increasing awareness and compliance.
