Assessment and Remediation of Oilfield Contamination at an Abandoned Commercial Oilfield Pipe Refurbishing Yard in Houston, Harris County,Texas
This project was partially funded with qualified outer continental shelf oil and gas revenues by the Coastal Impact Assistance Program, which is administered by the U.S. Department of the Interior, U.S. Fish and Wildlife Service. This includes pre-award costs of $1,040,196 for soil assessment and remediation performed at the site during fiscal year 2009 and award costs of $547,994 to perform additional assessment and remediation during fiscal years 2012 and 2013.
The project facility operated from around the 1950s through 1992 refurbishing used oilfield drilling pipe and tubulars. These activities caused widespread contamination of naturally occurring radioactive materials (NORM) and lead. The contamination rendered the immediate area uninhabitable and a long-term threat to the surrounding environment and groundwater. In fiscal year 2009, RRC performed additional soil assessment at the project site and removed approximately 565 cubic yards of contaminated oil and gas NORM waste and 6,780 cubic yards of contaminated soil and waste. Excavated material was taken to either an off-site commercial disposal, US Ecology, Grand View, Idaho, or to a recycling facility, HPP Recycle, Houston, Texas. In August 2012, RRC staff identified additional areas contaminated with NORM and lead. Remediation work will take place during the third quarter 2013.
The project goal is to conserve and restore land contaminated by former oilfield activities.
